In December 2007 Hill Brothers Construction was awarded the Toyota Frontage Road contract. This project was developed to accommodate the construction of the new Toyota Mississippi Manufacturing facility constructed in Blue Springs, MS. This project is a five lane roadway that was over 5 miles in length at a new location. The road runs parallel with the existing US Hwy 78 or newly proposed I-22. The purpose of the project was to provide better access into the Toyota facility due to the increased traffic flow that would be anticipated. It provided access to Highway 9 in Sherman, MS as well as an exit off of U.S. Highway 78 into the new facility.
The project value was $28.9 million and included approximately 1.3 million cubic yards of unclassified excavation as well as 650,000 cubic yards borrow material. The project also included 40,000 cubic yards channel excavation, two box bridges, demolition of an existing bridge over U.S. Hwy 78, reinforced concrete pipe drainage structures and asphalt paving.
This was a turnkey project that was ready for traffic upon completion. One of the unique characteristics of this project was the required milestone dates for the completion of Phase 1 which included the complete construction of a 7,000 ft section from the Toyota facility entrance west to the BOP. This milestone completion date was scheduled for December 15th when traffic was required to be open for this section. This Phase 1 milestone had a contract penalty of $3,500. in liquidated damages for not meeting the milestone date. However, Hill Brothers completed Phase 1 ahead of schedule by 15 days, which resulted in no liquidated damages.
Also included in Phase 1 was a forty day time limit restriction for constructing egress and ingress ramps to and from Highway 78. This required the construction of two new ramps and the removal of the two existing ramps. The remaining 3.5 miles of the project were constructed and the total project was completed on schedule.
