| Message from the CEO |

I would like to begin by saying what a great turnout we had for our year end meeting. It was a
very successful meeting and we want to thank each of our invited guests who attended. There
were several projects required to work straight through the holiday season due to schedule requirements.
A special thanks goes to all of these folks for their effort and dedication in keeping
these jobs on schedule.
Things have been moving fast all winter long with our new MDOT contract for the Toyota Frontage
Road, now officially known as "Magnolia Way." This work will be extremely fast-paced with
short milestone dates. Two other winter projects, which include the CN Johnston Yard in Memphis,
TN and the National Rail Car Project in Cherokee, AL, are both operating with tight schedules.
For a quick look at what lies ahead in '08 - It appears there will be several large DOT projects coming our way and
also several opportunities from tier one contracts due to Toyota's new location in North MS. In addition, there is still a
tremendous amount of work to be performed on the coast and in the New Orleans area for the COE.
Last but certainly not least, a few words on Safety - HBCC has been awarded the Large Business Safety Award from the Memphis District COE for the work we performed on the New Madrid, MO Pump Station. This is an exceptional
honor we should all be proud of. When you see Michael Busby or Danny Childs, be sure to thank them for their efforts
in making this award possible; if not for their dedication to one of our Core Values, "Safety First", this could not have
been achieved.
HBCC is looking forward to a safe and prosperous 2008. We ask that you always put "Safety First" in everything that
you do and strive to be a mentor to employees coming to work for this greet company.

New Work: |
Hill Brothers was recently awarded a Canadian National Railway contract for the
reconstruction of a 504 ft timber railway bridge located at Mile K51.20, Beaumont
Subdivision, near Merrill, MS. A similar CN contract for bridge reconstruction at Mile
K51.10, also near Merrill, was awarded to Hill Brothers in November 2007 and is
approximately 50% complete.

| Safety Award |
On Wednesday, February 6, 2008, representatives from Hill Brothers in attendance at the Mississippi Valley AGC Conference in Destin, Florida accepted the Safety Now Award from the Corps of Engineers Mississippi Valley Division. This award was given
for the Memphis District project in New Madrid, Missouri, and was presented to Hill
Brothers by Brigadier General Robert Crear, of the United States Army.
The award was presented for outstanding attention to safety and results achieved in the construction of the New Madrid Pumping Station The contract required considerable planning and coordination of more than 25,000 man-hours of work, and was completed without any injuries, accidents, or other safety incidents. |
| Employee of the Month / Core Values Champion |
I would like to nominate Mike Curtis for Employee of the month for several reasons. Mike is easy to work with
and work for. He also has a great sense of humor. Mike is quick to jump on a piece of equipment and work just
as hard as the other guys He is always out on the job, helping wherever he's needed. He never asks someone
to do something he can do himself. There's no job too big or too small that Mike won't take on and complete
to the best of his ability. He believes in getting the job done right. He is truly dedicated in meeting deadlines.
He is respected by his employees and they are quick to say when the job is over they want to go wherever he
goes and work with him. He has his days just as we all do, but that's to
be expected. All in all, Mike is a great guy to work for. I believe someone
who is willing to go out in the pouring rain and make sure the roads
are not washing away and jump in a ditch that is waist deep with water
to unclog a drain pipe, in almost freezing temperatures in the middle of
the night, deserves the Employee of the Month Award. Last winter with
so much rain and ice, Mike was the one soaking wet in those ditches.
This is why we think Mike should be nominated for Employee of the Month.

| Safety First! |
At Hill Brothers, we want Safety to be at the forefront of everything we do. There are times when we all have
been guilty of complacency, taking shortcuts, or simply disregarding the Safety guidelines. Some of the main
excuses for these are "It'll only take a second and nothing will happen" or 'I've always done it this way and
nothing has ever happened" I can't re-grow a new eye or survive a 30' fall and I'm pretty sure you can't either!
We must always remember that it only takes a millisecond for an accident to occur. Every OSHA standard and Hill Brothers guideline is in place because someone, somewhere was injured We always want everyone to
safely go home to their families; we owe it to you and YOU OWE IT TO YOUR FAMILY! Our rules and guidelines
are not in place to burden you, but to keep you injury free.
Remember, pay attention to your surroundings, follow the safety rules, watch out for your fellow worker, and BE SAFE!

| Good News! |
We have an employee on our Gulfport Project who came to
us
through the local temp service. We call him Bee Bee. He's been down
on his luck here, along with many others. He comes to work every
day no matter what, riding a bike, walking; or hitching a ride, all the
way from Long Beach, which is at least 10 miles. He may be late
some days, because he has to take care of family members, but he's
always here. One day while stopping at a store on his way to work
someone stole his transportation. David Hardin bought him another
one, as you see in the photo. Some days a little good news goes a
long way!
